Here's an explanation of how the water rates work and how the new system came to be. Two years ago the Commission passed an ordinance that would essentially raise water rates approximately 30 cents every year as of January 1st. This measure was taken because water consumption rates had not be risen since Jan. 1 1990. After a water study was conducted, a rate was proposed where water rates should be. In order to not hike rates up all at once, the gradual increase was put in place. Rates will continue to increase approximately 30 cents every year until 2016. By 2016, these rates will increase annually as of Jan. 1 of each year by the annual Social Security Adjustment which is based upon the Consumer Price Index. Now as it stands before you use any water, your bill would read $8.90 for water consumption, $8.90 for sewer and $1.67 for sewer improvement, a tax that was added many years ago in preparation for projects such as the water reclamation plant which is a must because of the size of Enid. Also included in that is 1000 gallons of water. After that first 1000 gallons of water, the rates read as follows: $2.08 for every 1000 gallons, $1.19 for sewer and $1.96 for sewer improvements. Also in an effort to encourage conservation for times such as this dry summer, after 7000 gallons of use, the water rate increases to almost $4 per 1000 gallons. To put in this new automatic meter system, the City took out a loan and a stimulus allowed up to $2 million which was awarded to the City, meaning that $2 million will be forgiven on the loan. Money made from utilities will pay of the loan but with just the new accuracy of the system, the system will pay for itself. It should also be noted that before installing this new Automatic Meter reading system, nearly 21% of water went unaccounted for. Now through this new system, we can tell you exactly where your leak is and how much it is leaking WITHOUT you having to pay a plumber. It should also be noted that the City of Enid just received an accolade from the Oklahoma Department of Health for the healthy quality of our water. An accolade that the City has received in the past as well. All these water improvements are to help provide for a long term water supply and a better quality of life for citizens. AND - apparently in the summer months you get a 20% discount in your sewer and sewer improvements because of extra watering that happens then.

What a load of crap! I've have paid the City of Enid over $527 for the last 2 months of service! I've called numerous times and talked to some moron who claims to be a supervisor. I've explained to this person that obviously there is a problem! There are only two people in our household and we HAVE a well for watering the yard!!! There are NO leaks! They don't seem to care that for the last 3 years we've had an average water bill of $55-60 per month. They insist that NOTHING is wrong with there NEW meter. I say bullcrap! The biggest problem is that I have NO choice but to pay. I'm at the point where I hate this stinking town! The courts, lawyers, city...they're all corrupt!!!

I highly doubt it! I talked to the "man" in charge yesterday, his response was the same as everyone elses. Sorry! You have to pay it, there's no mistake! Crooks!

If you have no leaks and don't water your yard with City Water I don't think 2 people could use that much water. And when we got our new meter our bill went down.

How many gallons does it show you use per month? Have you looked at the usage at the City where they can show you on the screen?

I don't water my yard either. The sooner the grass dies, the better. Its just the damn weeds now. However, when I need to add water to my pool, I use my neighbors hose in his backyard. Two or three nights of it and I'm back up to normal levels. I saw him out at the curb with a utility guy from the city the other day looking at the new meter and they were both not looking happy. They kept pointing at the meter and then they'd get down and look at it. The utility guy left with a smile and my neighbor went in his back yard and threw some stuff around. He tripped on the hose. He rolled it up. I do not like my neighbor.

It would be assumed that the reading on the screen was probably used to determine the amount on the bill. The problem is more likely to be a defective metering system. It is difficult to implement an electrical metering of a mechanical system. If Mr. Galt's figures are used it would appear that around 50,000 gallons would have to be used to warrant a bill of $527 for two months. That is an inordinate amount of water for two people unless, of course, Sooner1 lives next door.

oldrock: Absolutely true. Maybe sooner1 is my neighbor. No, because sooner1 would also have a well. Unless of course the pump was not working. Regardless, $527 for 2 months with only 2 of us in the house is absolutely absurd! No one at the city seems to "get that!" I'm dreading the next bill. They refuse to accept that there is a problem. To them, yes we used that much water, period! I really thought some guy named Gilbert or Mr Gilbert was going to take care of the problem. His response was the same as some other supervisor down there named Scott. That's your usage, you have to pay. I think if that actually was my usage, my house would be flooded! My meter is not working properly, PERIOD!

nonsense. i am live in the real (2011) and these meters have been used for many years. and yes many bills go up because they are much more sensitive. dig a little deeper darryig and you will figure it all out. maybe rh's friends have tapped into your well for their hydroponic enablers.

Maybe I am seeing it wrong but seems to me the question is "Why won't they go out to his house and check it?"

Note that the $527 is for TWO months - it sounds a lot worse when you lump it all together into one bigger number. The new meters are incredibly accurate. The old meters were only about 80% or less accurate. The city was losing over $1 MILLION or so a year on the water. People complain all the time about how the city should save money - but you don't want them to when it means you have to actually pay for all of your water now rather than only paying for maybe 80% of it.

tammy is 99% correct but sometimes they are read incorrectly and sometimes the meter installer installs them even though the meter was accidently dropped of course these meters are said to be expensive and i the worker bee am not going to admit that i broke one . then the real stretch would be that this meter is located on a lovely property and this broken meter was installed with the intent to worry the owner to death conspiracy conspiracy conspiracy
